Eligibility Requirements

Organizational Eligibility

  • Academic qualification: University degree in social sciences OR 8 years of professional experience in employment and social policy.
  • Specific experience: Minimum 3 years in public administration, public policy development, social policies, vocational training, professional integration, labor market policies, and/or institutional capacity building.
  • Management experience: Required in project management.
  • Availability: Minimum 3 days per month for the project, with at least one field visit every three months to participate in the steering committee.
  • Mandatory participation: In the selection meeting and quarterly project steering committee meetings.
  • Resident Twinning Adviser (CRJ): Must be a public official or expert from a mandated body of the EU Member State, working full-time in Algeria for the entire duration of the twinning project.
  • Academic qualification: University degree in social sciences OR 8 years of professional experience in employment and social policy.
  • Specific experience: Minimum 3 years in public employment policies, vocational training, professional integration, and/or labor market policies.
  • Skills: Aptitude for managing complex projects, leading a team, and ensuring optimized communication.
  • Language: Proficiency in written and spoken French.
  • Advantage: Experience in implementing international cooperation projects.
  • Component Leaders (RV):
  • For Component 1 (Professional Integration): University degree (Social Sciences, Labor Economics, Sociology of Work, HR Management, Social Development, Public Policies) OR 8 years equivalent professional experience. Minimum 3 years specific experience in managing unemployment/integration schemes (especially for youth/women), institutional capacity building, stakeholder relations, and intersectoral coordination. Specific experience in monitoring/evaluating professional integration policies using performance indicators.
  • For Component 2 (Analysis & Communication Tools): University degree (IT, ICT, Information System Management, Digital Communication) OR 8 years equivalent professional experience. Minimum 3 years specific experience in managing digital platforms and data analysis tools, particularly in public employment/vocational training policies.
  • For Component 3 (Youth Guarantee Promotion): University degree (Labor Economics, Employment Policy Development, Youth Professional Integration, Social Sciences, Communication, Employment Policy Management) OR 8 years equivalent professional experience. Minimum 3 years specific experience in implementing or monitoring 'Youth Guarantee' schemes, public employment policies for youth integration, managing awareness/communication projects (youth employment, EU schemes).
  • Short-Term Experts (ECT):
  • Academic qualification: University degree OR 8 years equivalent professional experience in areas relevant to the three components.
  • Specific experience: Minimum 3 years in relevant fields.
  • Skills: Pedagogical skills to facilitate experience sharing and technical skills transfer.
Exclusion Criteria
  • Proposals received by the Contracting Authority after the specified deadline will not be considered.
  • Proposals failing any of the 'selection criteria' (operational capacity of key personnel) will be excluded.

Application Process

Application Timeline
  • Application deadline for National Contact Points to submit to the Contracting Authority: 2025-09-23 at 17:00 (local time). Proposals received after this date will not be considered.
  • Provisional dates for the start of evaluation committee meetings: September 23, 2025, to October 7, 2025.
  • Provisional date for notification of results: October 9, 2025.
Application Procedure
  • Proposals must be submitted by the main EU Member State administration through its National Contact Point for Twinning.
  • Submission must strictly follow the instructions and templates provided in the Twinning Manual.
  • Submission method: By email from the National Contact Point's email address to [email protected].
  • Only one proposal can be submitted per EU Member State National Contact Point.
Required Documentation and Materials
  • A comprehensive Twinning proposal.
  • Curriculum Vitae (CV) of the designated Project Leader (CP).
  • Curriculum Vitae (CV) of the designated Resident Twinning Adviser (CRJ).
  • Curriculum Vitae (CVs) of potentially designated Component Leaders (RV).

Project Implementation

  • The beneficiary (Algerian MTESS) will provide necessary infrastructure: equipped office space for the CRJ, assistant, and interpreter; office facilities (internet, computer, printer, photocopier); suitable conditions for short-term experts; and appropriate venues for meetings and training sessions.
  • The beneficiary also guarantees the availability of personnel involved in the project implementation.
Reporting and Monitoring
  • A Project Steering Committee (CPP) will oversee project implementation, meeting quarterly to review progress against mandatory results/products and ensure effective coordination. The Project Leader (CP) from the EU Member State and the Algerian Project Leader will co-chair these meetings.
