Core objective: To establish a sustainable European research hub and network focused on contemporary antisemitism and Jewish life and culture.
Explicit identification of target recipient type and size: Research organizations, universities, and other legal entities with expertise in social sciences and humanities, forming a consortium.
MUST state if grant is 'SECTOR-SPECIFIC' or 'SECTOR-AGNOSTIC': SECTOR-SPECIFIC (Research, Social Sciences, Humanities, Jewish Studies).
Geographic scope and any location requirements: European Union Member States and Associated Countries, with a focus on underrepresented regions. International cooperation encouraged.
Key filtering criteria for initial grant screening: Focus on research and network building, addressing contemporary antisemitism and Jewish life, consortium requirement, minimum 36-month duration, capacity for long-term sustainability.
Grant frequency and program context: Part of the Horizon Europe Work Programme 2025, specifically Cluster 2 'Culture, Creativity and Inclusive Society'. This topic is expected to fund one project.
Financial Structure
Funding type: Lump Sum contribution.
Min funding: 3,000,000 EUR per project.
Max funding: 3,500,000 EUR per project.
Total budget for this topic: 3,500,000 EUR (expected to fund 1 project).
Currency: EUR.
Funding rate: The lump sum is an approximation of eligible actual costs. Indirect costs are calculated by applying a 25% flat rate to the direct cost categories that qualify.
Eligible costs (categories): Personnel costs (employees, direct contractors, seconded persons, SME owners, natural person beneficiaries), subcontracting costs, purchase costs (travel, subsistence, equipment, other goods/works/services), and other cost categories (financial support to third parties, internally invoiced goods/services, transnational/virtual access to research infrastructure, PCP/PPI procurement, Euratom Cofund staff mobility, ERC additional funding).
Ineligible costs: Costs that are normally ineligible under the Horizon Europe rules.
Matching fund requirements: The 'co-financing principle' applies, meaning the total estimated costs of the action should be greater than the estimated Union contributions.
Payment schedule: Lump sum contributions are paid per work package upon proper implementation of the corresponding work package.
Financial reporting: There is no obligation for beneficiaries to document actual costs incurred for the action; however, they remain subject to national accounting rules. Financial reporting focuses on the technical implementation of work packages.
Financial guarantees: Between 5% and 8% of the total lump sum is retained as a contribution to the Mutual Insurance Mechanism.
Audit requirements: Checks and audits will focus on the technical implementation of the action, specifically on the fulfilment of the conditions for releasing lump sum contributions per work package, and other aspects like ethics, research integrity, dissemination, exploitation, IP management, and gender equality. Financial ex-post audits on actual costs are normally not conducted.

Submission deadline: 2025-09-16 00:00:00+00.
The submission process is single-stage.
The submission session became available on 2025-05-16.
Required Documentation
Part B of the Application Form: The page limit for a Coordination and Support Action (CSA) using lump sum funding is 33 pages.
Detailed budget table: Mandatory, must be submitted using the template available in the Submission system.
Declaration: Applicants must declare that they have followed their own accounting practices for the preparation of their estimated budget.
Submission Process
Applications must be submitted via the Electronic Submission Service available on the Funding & Tenders Portal.
Authentication is required to access the service, typically through an EU Login account or a recognised third-party sign-in option.
Applicants can access existing draft proposals via the 'My Proposals' page in the 'My Area' section of the Funding & Tenders Portal.
Support Offered
Guidance: Comprehensive guidance is available through the Online Manual, the Horizon Europe Programme Guide, and the Funding & Tenders Portal FAQ.
Direct Assistance: Support is provided by the Research Enquiry Service, National Contact Points (NCPs) in EU and non-EU/non-associated countries, the Enterprise Europe Network (especially for SMEs), and the IT Helpdesk for technical issues.
Specialized Advice: The European IPR Helpdesk offers assistance on intellectual property issues, and CEN-CENELEC/ETSI Research Helpdesks advise on standardisation in project proposals.
Partner Search: A service is available to help applicants find partner organisations for their proposals.
Project Implementation and Reporting
Projects should have a minimum duration of 36 months.
Payments are tied to the proper implementation and completion of specified work packages.
Reporting and monitoring obligations will focus on the technical progress and the fulfilment of conditions for releasing lump sum contributions, rather than detailed financial expenditure reports.
Evaluation Criteria
Standard Horizon Europe Criteria
Excellence: Evaluates the quality and pertinence of the project's objectives, the soundness of its methodology (including interdisciplinary aspects and gender dimension), and the high quality of the proposed research. This includes the novelty, innovation, and expected technological advancement levels.
Impact: Assesses the expected societal, economic, and environmental impact; the credibility of pathways to achieve significant results; the measures for dissemination, exploitation, and communication; and the alignment with funder priorities. This includes contributing to the expected impact of the Horizon Europe Strategic Plan, such as reinvigorating democratic governance, improving accountability and transparency, and expanding inclusive citizens' participation.
Quality and Efficiency of Implementation: Examines the coherence and effectiveness of the work plan, the appropriateness of the resources allocated, the complementary of the consortium members, and the quality of the management structures and procedures.
Specific Scoring Factors
