Application Process

Application Process Overview
  • Each LEADER area organizes one to two project calls annually.
  • It is strongly encouraged to pre-screen your project idea with the local LEADER coordinator before formal submission.
  • The application typically involves a two-step process: idea pre-screening (often mandatory) followed by full project submission.
Key Deadlines (latest ones available)
  • Latest Idea Pre-screening: For regular projects in Oost-Vlaanderen (Vlaamse Ardennen tot Dender, Meetjesland-Leievallei, Waasland), submit your project idea by 26 May 2025, 12:00 PM.
  • Latest Official Project Submission:
  • For regular projects in Oost-Vlaanderen (Vlaamse Ardennen tot Dender, Meetjesland-Leievallei, Waasland), submit the full project dossier by 17 October 2025, 12:00 PM.
  • For LEADER area Maasland (Limburg), submit project proposals by 15 October 2025.
Required Documentation and Materials
  • Project Idea Submission: A short summary of your project idea using an online registration form (e.g., for Oost-Vlaanderen, a Word draft is available for preparation). Feedback is provided within 14 days, which is not a final approval but guidance.
  • Full Project Dossier: A detailed project fiche, including an ambitious but realistic project plan, and a detailed budget (simplified cost options can be used).
  • Submission of full projects must be done via the E-Loket of the Vlaamse Landmaatschappij (VLM).
Project Implementation and Reporting
  • Approved projects for Oost-Vlaanderen regular call typically start on 1 January 2026 and run until 30 June 2028.
  • Beneficiaries are required to submit declarations twice per year via the Plattelandsloket of the VLM.
  • Project reporting also includes mandatory communication obligations (e.g., using specific logos, displaying an A3 information poster at the project location).
Support and Guidance
  • The LEADER secretariat provides guidance throughout the project writing process.
  • Contacting the coordinator of your specific LEADER area is recommended for early idea assessment.
Selection Process
  • After submission, projects are checked for admissibility ('ontvankelijk').
  • Selection occurs based on fixed assessment criteria, with final decisions made in December for projects starting in January.

Evaluation Criteria

Project Quality and Relevance
  • Alignment with LEADER Principles: Projects are assessed on how well they embody the 7 LEADER characteristics: bottom-up approach, innovation, multi-sectoral and integrated nature, area-based focus, public-private partnership, networking, and cooperation.
  • Fit with Local Development Strategy (LOS): Projects must align with the specific themes and objectives defined in the LOS of the respective LEADER area. Each area focuses on three themes:
  • Innovative and sustainable local agricultural production and sales, and valorization of biomass residues.
  • Liveable and lively villages.
  • Biodiversity and landscape quality.
Innovation and Impact
  • Innovation: Projects are expected to be innovative, contributing new approaches or solutions to rural challenges.
  • Expected Outcomes: Projects should demonstrate clear potential to strengthen the economic and social fabric of the rural area.
  • Impact Expectations: Emphasis on positive social, economic, and environmental impact.
Feasibility and Structure
  • Project Feasibility: Although not explicitly detailed as scoring factors, the requirement for a detailed budget and project planning implies assessment of project realism and achievability.
  • Partner Engagement: The emphasis on cooperation suggests that strong partnerships and active involvement of co-promoters will be viewed favorably.
  • Spatial Quality: For infrastructure and/or open space projects in East Flanders, the Provincial Quality Chamber provides advice on spatial quality, influencing the assessment.

Compliance & Special Requirements

Regulatory Compliance
  • Projects must align with the framework of the European Common Agricultural Policy ('GLB'), the Flemish 'GLB Strategic Plan', and provincial framework notes.
  • For promoters subject to public procurement law, any public procurement from €2,500 (excl. VAT) onwards must be registered in the Plattelandsloket of the VLM.
Communication and Visibility
  • Every beneficiary of a LEADER project has a mandatory communication obligation.
  • Communication must adhere to specific rules outlined in the Handboek LEADER.
  • Mandatory use of a combined logo (EU, Flemish Lion, Provincial) for project-related communication (e.g., presentations).
  • An A3 information poster must be displayed at the project location from the project start.
Project Nature and Principles
  • Projects must be bottom-up, meaning they originate from local needs and initiatives.
  • A core requirement is the involvement of a Public-Private Partnership (Plaatselijke Groep), which assesses and guides the project.
  • Emphasis on networking within the project and the broader LEADER community.
  • Projects should be multi-sectoral and integrated, addressing various aspects of rural development.
Unique Aspects and Challenges
  • Eligibility for businesses can vary significantly between different LEADER areas; applicants must verify specific regional rules.
  • The decentralized nature with 15 distinct LEADER areas means application timelines, specific priorities, and even detailed eligibility can differ.
  • Pre-screening project ideas with the local coordinator is a critical step to ensure alignment before extensive application efforts.
  • Projects focusing on infrastructure or open space development in Oost-Vlaanderen require an assessment by the Provincial Quality Chamber regarding spatial quality.
