Purpose & Target

To develop tools and models for assessing the comprehensive socio-economic impacts (benefits and costs) of nature restoration measures, including their social and territorial distribution. - Target recipient type and size: Research institutions, universities, private companies (including SMEs), and public bodies, collaborating in consortia. Organizations should have capacity for large-scale research projects. - MUST state if grant is 'SECTOR-SPECIFIC' or 'SECTOR-AGNOSTIC': SECTOR-SPECIFIC - Geographic scope and any location requirements: EU Member States and Associated Countries. International cooperation is encouraged, especially for global biodiversity frameworks. - Key filtering criteria for initial grant screening: Focus on nature restoration, socio-economic impact assessment, multidisciplinary research (economics, ecology, social sciences), and collaboration. - Grant frequency and program context: Part of the Horizon Europe programme (2021-2027), specifically the 2025 Work Programme for 'Food, Bioeconomy, Natural Resources, Agriculture and Environment' (Cluster 6), under the 'Biodiversity and ecosystem services' destination.

Financial Structure

  • Eligible costs (forming the basis for lump sum calculation): Personnel costs, subcontracting costs, purchase costs (travel, equipment, goods/services), and other specific cost categories (e.g., financial support to third parties, infrastructure access).
  • Ineligible costs: Costs not eligible under standard Horizon Europe rules.
  • Indirect costs: Calculated at a flat rate of 25% of eligible direct costs.
  • Co-financing: The total estimated costs of the action must be greater than the EU contribution, adhering to the co-financing principle.
  • Funding rate: Reimbursement rates are included in the lump sum calculation. For Research and Innovation Actions, the funding rate is typically 100%.
  • Payment schedule: Lump sum contributions are paid per work package upon their proper implementation. Payments do not depend on actual incurred costs.
  • Financial retention: 5% to 8% of the total lump sum is retained as a contribution to the Mutual Insurance Mechanism.

Eligibility Requirements

Organizational Eligibility
  • Must be a legal entity established in an EU Member State or an associated country (defined in Annex B of Work Programme General Annexes).
  • Projects must form part of a consortium.
  • Financial and operational capacity must be demonstrated as per Annex C of the Work Programme General Annexes.
Technical Requirements
  • If using satellite-based Earth observation, positioning, navigation, or timing data, applicants must use Copernicus and/or Galileo/EGNOS.
Financial Requirements
  • For lump sum grants, applicants must propose a detailed budget based on estimated direct and indirect costs, showing breakdown per work package and per beneficiary.
  • Applicants must declare they used their own accounting practices for budget preparation.

    • Potential to contribute to improved knowledge on socio-economic impacts of nature restoration for scientists and stakeholders.
    • Capacity to provide science-based tools for policymakers.
    • Ability to offer tools for integrating nature restoration impacts into business plans.
    • Contribution to traceability of socio-economic benefits/costs.
    • Alignment with EU biodiversity strategy for 2030, EU Nature Restoration Regulation, European Green Deal, and international commitments (Kunming-Montreal GBF, SDGs, Paris Agreement).
  • Quality and efficiency of implementation:
    • Soundness of the proposed methodology and work plan.
    • Appropriateness of resources and distribution of lump sum shares per work package.
    • Multidisciplinary team composition, including effective contribution of SSH disciplines and gender expertise.
    • Commitment to making data FAIR (Findable, Accessible, Interoperable and Re-usable), particularly 'FAIR-by-design' for real-time data.
    • Quality of proposed collaboration with other selected projects and the EC Knowledge Centre for Biodiversity/BioAgora.
