Purpose & Target

Ineligible Costs

Co-financing
  • Co-funding is permitted (e.g., through registration fees or financial contributions from industry partners).
  • Making a profit out of the event is strictly not allowed.
  • If co-funding is provided by a private-for-profit organization, applicants must ensure that the content of the event remains unaffected.
Financial Reporting
  • Applicants must provide a detailed budget plan in the application template, specifying and justifying all expected costs.
  • After the event, all expense documentation (including electronic invoices, tickets, etc.) must be compiled into a single electronic document and submitted to the NSC Secretariat for review.

Eligibility Requirements

Consortium Requirements
  • Must be a transnational consortium, involving a minimum of three applicants.
  • Applicants must be employed at different organizations.
  • Applicants must be from at least three different countries participating in EP PerMed (refer to Annex 1 of the call text for eligible countries, not provided here).
  • One applicant must serve as the principal applicant, and the others as co-applicants (minimum 2, maximum 7 co-applicants).
  • The networking event must take place in one of the countries listed in Annex 1.
Principal Applicant Requirements (1 person)
  • The organization of the principal applicant must be a legal entity.
  • The organization must be established in a country listed in Annex 1.
  • Must be a researcher who is currently or was previously a coordinator or partner in a project funded by ERA PerMed or EP PerMed.
  • Must have an employment relationship with an organization that meets the definition of a research organization as defined by EU state aid legislation (e.g., typically a university).
  • Cannot participate as a principal applicant in more than one NSC2025 application.
Co-applicant Requirements (2-7 persons)
  • At least one co-applicant must be a researcher who is currently or was previously a coordinator or partner in a project funded by ERA PerMed or EP PerMed. This project must be different from the principal applicant's project.
  • A maximum of 2 co-applicants can represent the same previously funded project.
  • Other co-applicants can be:
    • A researcher from a country listed in Annex 1 who is involved in a (inter)national project related to health research towards PM approaches.
    • A translational stakeholder whose expertise facilitates the transition of research results into daily clinical practice (e.g., clinician, research nurse, healthcare provider, implementation specialist, Health Technology Assessment expert, citizen/patient advocacy organization (PAO), regulator, policy maker).
Ineligibility
  • Applications that do not use the specific application template provided.
  • Applications exceeding 8 Megabytes in file size.

Application Process

Timeline
  • Call Opening: May 15, 2025.
  • Registration System (PT-Outline) Opening: Mid-May 2025.
  • Application Deadline: September 29, 2025, at 14:00 CEST.
  • Funding Decision Expected: Around January 2026.
  • Event Implementation Period: The networking event must be organized within 12 months of the date the application is awarded. Failure to do so without justification may result in the revocation of the networking budget.
  • Reporting Deadline: Final report and financial report must be submitted within 2 months after the event has taken place.
Submission Process
  • This is a one-step submission and evaluation procedure.
  • Consortia must first register at PT-Outline (https://ptoutline.eu/app/EPPERMED_NSC2025) by clicking 'sign up' and following the instructions.
  • The application comprises two parts:
    • An 'Application template' (Word document describing the networking event), which must be uploaded as a PDF.
    • An 'Electronic submission system' (online platform) for entering individual partner information and financial plans.
  • Applications must be written in English and adhere to the template's guidelines, including specified page and character limits.
  • The application template can be downloaded from the EP PerMed website.
  • Applications not using the official template will be deemed ineligible.
  • The application must be submitted as a digitally signed PDF or include a scanned version of the original signature page.
  • The application file size must not exceed 8 Megabytes; exceeding this limit will result in automatic rejection.
  • The application must be submitted by the principal applicant by uploading it into the electronic submission system.
Post-Award Requirements
  • Principal applicants of selected applications must download their application PDF from PT-Outline and upload it to the electronic submission system of ZonMw.
  • Several additional questions must be answered in the ZonMw submission system; failure to complete this step will prevent funding.
  • The principal applicant is solely responsible for fulfilling all conditions outlined in the grant decision letter and will be the only contact person for the NSC secretariat.
  • A report on the outcomes of the networking event, along with a final financial report containing relevant supporting documents, must be submitted within two months after the event.
  • An abstract suitable for communication and dissemination must be delivered for public publication on the EP PerMed website.

Evaluation Criteria

The evaluation uses a scoring system from 0 (Failure) to 5 (Excellent) for each criterion. To be eligible for funding, each individual main evaluation criterion must score at least 3, and the total score for all main criteria combined must be at least 10. Excellence (Weighted equally)
  • Clarity and relevance of the networking event's objectives in relation to the call's aims.
  • Clear definition of the event's aims and its expected outcomes.
  • Feasibility of the networking event, including the adequacy of the time schedule, planning, location, and requested resources.
Impact (Weighted equally)
  • Potential of the expected outcome to improve the translation of Personalised Medicine (PM) research into healthcare, clinical applications, and prevention.
  • Added value derived from the multidisciplinary and transnational aspects of the collaboration.
  • Appropriate consideration of inclusivity and equity, such as gender balance, involvement of early career researchers, and patient advocacy organizations.
  • Meaningful participation and engagement of stakeholders and end-users, as demonstrated through a comprehensive stakeholder analysis.
Quality and Efficiency of Implementation (Weighted equally)
  • Appropriateness of the proposed network meeting's draft agenda, procedures, and management plan relative to the planned objectives and identified risks.
  • Justification and adequacy of the requested budget.
  • Appropriate plans for disseminating the outcome and results of the networking event.
Ethical Assessment
  • Mandatory completion of an 'Ethical self-assessment' within the application form.
  • Adherence to Horizon Europe rules and general ethical norms, particularly concerning the processing of personal data (e.g., contact details of event participants).
  • Consideration of whether patients are invited to join the network meeting and if the meeting is held partially online.
  • Final funding is contingent upon approval from both the scientific evaluation and the ethical assessment, as well as compliance with central Horizon Europe and regional/national ethical requirements.

Compliance & Special Requirements

Ethical and Data Protection Compliance
  • A mandatory 'Ethical self-assessment' is included as an annex in the application template and must be completed.
  • Applicants are responsible for adhering to Horizon Europe rules and regulations concerning ethical conduct, particularly regarding the processing of personal data.
  • Personal data (e.g., contact details of event participants) must be processed properly. Participants must be informed about the purpose of data usage and provide consent if their data will be used for additional purposes (e.g., newsletters).
  • No personal data should be disseminated in presentations shown at the networking event.
  • Ethics experts are part of the Networking Evaluation Committee (NEC) and will verify the alignment of applications with ethical norms and regulations.
  • Funding is contingent on approval from both the scientific evaluation and the ethical assessment, as well as compliance with central Horizon Europe and regional/national ethical requirements.
Reporting and Dissemination
  • Each principal applicant must submit a report on the outcomes of the networking event within two months after it has taken place, using a template provided by the call secretariat.
  • A public lay summary of the outcomes will be published in the database on the EP PerMed website.
  • Funding recipients are expected to participate in and contribute to any communication activity or evaluation survey initiated by EP PerMed during and after the funding period.
  • All peer-reviewed scientific publications related to the event's results must ensure Open Access (free of charge, online access) according to EC regulations.
  • All outcomes (publications, etc.) must include proper acknowledgement of EP PerMed: 'This event was supported under the frame of the European Partnership for Personalised Medicine, EP PerMed, (GA N° 101137129).'
Consortium and Budget Adjustments
  • Changes to the consortium composition or the requested budget are generally not permitted unless explicitly agreed upon by the NSC secretariat.
  • The principal applicant must inform the NSC secretariat of any minor or major changes to the event that might affect its implementation.
Redress Procedure
  • Principal applicants may submit a request for redress within 7 calendar days of receiving the final evaluation decision if they believe there was a procedural shortcoming in the evaluation that affected the funding decision.
  • The redress procedure focuses solely on procedural aspects, not the scientific or technical judgment of evaluators.
  • Appeals must demonstrate a procedural irregularity, factual error, manifest error of assessment, misuse of powers, or a conflict of interests.
