Grant Analysis

Purpose & Target

GRANT PURPOSE AND TARGET
  • Core Objective: To facilitate the twin green and digital transition in energy-intensive industries by developing and promoting the Industry 5.0 paradigm, focusing on human-centricity, sustainability, and resilience. This includes optimizing human-machine interactions and integrating new technologies.
  • Target Recipient Type: Primarily organizations involved in research, innovation, and industry coordination, including research entities, industry associations, and companies, that operate within energy-intensive sectors.
  • Target Size: Open to organizations of various sizes, with positive feedback observed for SMEs in previous lump sum pilots, suggesting their welcome.
  • Designation: SECTOR-SPECIFIC
  • Geographic Scope: Organizations from EU Member States and countries associated with Horizon Europe are eligible.
  • Key Filtering Criteria: Focus on Industry 5.0, energy-intensive industries, human-centric design, sustainability, resilience, and active participation in coordination and support activities related to these themes.
  • Grant Frequency: This grant is part of the Horizon Europe Work Programme 2025, indicating that similar calls may recur within the program's lifecycle.

Financial Structure

FINANCIAL STRUCTURE
  • Funding Amount per Project: This grant specifically targets EUR 2,000,000 for one expected grant. The overall topic budget for this CSA action is EUR 2,000,000.
  • Currency: EUR (Euro)
  • Funding Type: Lump sum contributions. Payments do not depend on actual costs incurred but on the proper implementation of defined work packages.
  • Eligible Costs: The lump sum is an approximation of underlying actual costs, covering categories such as Personnel costs (employees, seconded, SME owners), Subcontracting costs, Purchase costs (travel, equipment, goods, services), and Other cost categories (financial support to third parties, internally invoiced goods/services, access to research infrastructure). These costs must be eligible under Horizon Europe rules.
  • Ineligible Costs: Any costs explicitly deemed ineligible under standard Horizon Europe rules.
  • Matching Fund/Co-financing Requirements: The lump sum contribution is calculated based on eligible estimated costs and standard Horizon Europe reimbursement rates (typically 100.0% for CSAs). Compliance with co-financing principles means the total estimated costs of the action may be greater than the Union contribution, but the lump sum fully covers the agreed EU contribution.
  • Payment Schedule: Pre-financing follows standard Horizon Europe rules. Lump sum contributions for work packages are paid upon their proper implementation. If conditions are not met in a reporting period, payment may be delayed or the grant reduced.
  • Financial Reporting: Simplified. Beneficiaries are not required to document actual costs incurred for the action but must maintain accounting records under national law. Focus is on technical implementation and fulfillment of work package conditions.
  • Audit Requirements: Audits and checks will focus on the technical implementation, fulfillment of work package conditions, ethics, research integrity, dissemination, exploitation of results, management of intellectual property, and gender equality. There are no financial ex-post audits on incurred costs.

Eligibility Requirements

ELIGIBILITY REQUIREMENTS
  • Organization Type: Legal entities of any type are generally eligible if established in an EU Member State or a country associated with Horizon Europe. This includes, but is not limited to, research organizations, universities, businesses (SMEs, enterprises), and public bodies.
  • Geographic Location:
    • Legal entities established in EU Member States are eligible.
    • Legal entities established in countries associated with Horizon Europe are eligible.
    • For other non-EU/non-Associated countries, eligibility for funding depends on specific provisions outlined in the Horizon Europe Programme Guide (Annex B of the General Annexes).
    • Note: An explicit exclusion for legal entities established in China is mentioned for 'Innovation Actions' within this destination. This specific exclusion does not apply to Coordination and Support Actions (CSAs), which is the type of this grant.
  • Organizational Structure: Proposals typically involve consortia to achieve the broad scope of coordination and support actions, though this is not a strict requirement for every single CSA.
  • Legal and Financial Standing: Applicants must meet the financial and operational capacity requirements as described in Annex C of the Work Programme General Annexes.
  • Legal Entity Validation: All legal entities must undergo validation as per standard Horizon Europe rules.
