  • Exclusion: Entities established in an eligible country but directly or indirectly controlled by a non-eligible country or entity may not participate, unless specific guarantees are provided and positively assessed to ensure no negative impact on the Union's strategic interests, autonomy, or security.
  • Exclusion: Entities assessed as high-risk suppliers of mobile network communication equipment (or entities fully/partially owned or controlled by such suppliers) cannot submit guarantees.
Legal & Financial Capacity

  • Support to the AI Office in evaluating GPAI models to enforce AI Act rules and facilitate self-evaluation for GPAI model developers.
  • Innovation: Proposals should present innovative methods for proactively identifying and forecasting emergent capabilities in GPAI models (both beneficial and potentially detrimental uses).
  • Impact Assessment: Evaluation of GPAI capabilities with significant economic impact or potential for misuse, including risks related to chemical, biological, radiological, and nuclear (CBRN) hazards or cybersecurity threats.

  • Societal Relevance: Effective contribution of Social Sciences and Humanities (SSH) disciplines and involvement of SSH experts to enhance the societal impact of research activities.
  • Open Science: Adherence to Horizon Europe's Open Science requirements, with open access to research outputs or a clear plan for stakeholder access if open access is not feasible.
  • Progress Monitoring: Incorporation of mechanisms for assessing and demonstrating progress, including qualitative and quantitative Key Performance Indicators (KPIs), benchmarking, and progress monitoring.

Compliance & Special Requirements

Strategic Autonomy & Security
  • The grant aims to safeguard the Union's strategic assets, interests, autonomy, and security, avoiding technological dependency on non-EU sources.
  • For entities established in eligible countries but directly or indirectly controlled by a non-eligible country or entity, specific guarantees are required. These guarantees must demonstrate that participation will not negatively impact the Union's strategic interests, ensure control over the applicant legal entity is not restrained, prevent access by non-eligible countries to sensitive information, and ensure IP ownership remains within the recipient and is not exported without approval.
  • Employees or other persons involved in the action may require a national security clearance issued by an eligible country.
  • Entities assessed as high-risk suppliers of mobile network communication equipment (or those controlled by them) are explicitly excluded from submitting guarantees and participation.
