Research and development organizations in the defence sector.
Eligible organization types: public or private legal entities.
Minimum of 3 independent applicants from 3 different eligible countries.
Eligible countries include EU Member States and associated countries.
Proposals must relate to activities taking place in eligible countries.
Proposals must develop a joint digital simulation environment.
Focus on military performance criteria such as autonomy at sea and survivability.
Funding rate: 100% for research actions.
Budget must not exceed the available budget for the topic.

Evaluation period: October 2025 - April 2026.
Proposals must build upon or integrate results from previous EU-funded projects.

Maximum score: 45 points; overall threshold: 30 points.
Proposals will be evaluated by an independent committee.

Projects involving classified information must undergo security scrutiny.
Compliance with EU security and defence interests is mandatory.
