Project Scope Requirements
Projects must provide evidence that the intended audience is a population with health disparities or a healthcare provider for one of these populations.
Projects must include evidence of a collaboration with a medical or health library.
Projects cannot be clinical trials. Evaluations that meet the NIH definition of a clinical trial will be withdrawn.
Projects must not include:
Installation of online library catalogs.
Electronic health record systems, single-purpose or closed clinical information systems (e.g., stand-alone laboratory system or PACS).
Digitization of print materials.
Projects that duplicate NLM products and databases (e.g., biomedical literature indexing projects).

Is the resource development strategy sound, including content features (selection, source credibility, currency, accuracy, completeness), user-centered approach, evaluation plan, usage tracking, generalizability, promotion mechanisms, and sustainability plan?
Environment: Does the scientific environment contribute to success? Are institutional support, equipment, and resources adequate? Will the project benefit from unique features or collaborative arrangements?
