Purpose & Target

The primary goal of the Hatókör sub-program is to support rural civil society organizations (CSOs) in Hungary to become more independent, stable, and active promoters of democracy and democratic values. Eligibility Requirements

Organization Type & Status
  • Must be a formal, independent, non-profit civil society organization (CSO).
  • Must be independent of state and local government institutions.
Operational History
  • Must have been operating for at least three years.
Financial Capacity
  • Must have a total budget of more than HUF 25 million over the last three years.
Geographic Location
  • Must be established and operating in Hungary.
  • Must be working specifically in the countryside in Hungary (outside of the capital).

Application Process

Application Process
  • The selection process consists of two stages.
  • Stage 1: Applicants must submit detailed information about their organization. This round focuses on preliminary assessment and shortlisting.
  • Stage 2: A maximum of 32 shortlisted applicants will be invited to present their ideas for organizational development and capacity building.
  • The final decision is made by an evaluation committee comprising 12 members: 4 external experts and 2 team members from each Aspect Group organization.

Project Implementation & Reporting
  • The grant duration spans three annual phases.

  • Ability to foster and strengthen cooperation among existing organizations with diverse skills and activities at a regional level.
Expected Impact & Alignment
  • Contribution to the CSO's increased independence, stability, and effectiveness as an agent of democracy and democratic values.
  • Demonstrated potential to enable the established CSO to advance its operations and reach a higher level of functionality.

Organizational Independence
  • A critical requirement is that applicant organizations must be formally independent of state and local government institutions.
