Financial Structure

FINANCIAL STRUCTURE
  • Funding for this grant is provided as a non-repayable grant in the form of a lump sum (kwota ryczałtowa).

  • Organization of meetings related to Eurogrant preparation.
  • Translation of application documents for the EU program.
  • Specialist analyses essential for Eurogrant preparation (e.g., business, technological, feasibility analyses), which can be external or, for research organizations, internal if performed by a different organizational unit.
  • Ineligible Costs:
  • Value Added Tax (VAT).
  • Administrative costs (e.g., industrial property protection fees, certification costs, general overheads like utilities or rent).
  • Domestic travel expenses.
  • Matching Fund Requirements:
  • For MŚP receiving de minimis aid: if the requested funding would exceed the de minimis limit (currently EUR 300,000 over three years, converted at NBP rate on contract signing date), the applicant may be asked to agree to a reduced grant amount. In this case, the applicant must cover the difference as their own contribution (wkład własny).
  • Own contribution must be in monetary form and cannot come from public funds.
  • Payment Schedule and Mechanisms:
  • Funding is disbursed as a single lump sum after the evaluation of the Eurogrant application by the European Commission, and only if the Eurogrant application achieves a score above 50% of the maximum possible points or evaluation stages.
  • Payment requires written or email confirmation from the Eurogrant organizer (EU Commission) regarding:
    • Submission and registration of the Eurogrant application.

Eligibility Requirements

ELIGIBILITY REQUIREMENTS
  • ALL requirements below are hard criteria. Meeting them is essential for an application to be considered.
Organization Type and Legal Structure
  • You must be either a Micro, Small, or Medium Enterprise (MŚP) or a Research Organization.
  • MŚP Definition: As per Art. 2, Annex I of Commission Regulation (EU) No 651/2014.
  • Research Organization Definition: Entities from the higher education and science system (as per Polish law, Art. 7 Ust. 1 Pkt 1, 2 and 4-8 of the Act of July 20, 2018 – Law on Higher Education and Science) that conduct research and disseminate knowledge (as per Art. 2 Pkt 83 of Regulation No 651/2014).
  • This includes, but is not limited to: universities, federations of higher education/science entities, PAN scientific institutes, research institutes, international scientific institutes operating in Poland, Łukasiewicz Centre, Łukasiewicz Research Network institutes, Polish Academy of Arts and Sciences, and other entities primarily conducting scientific activities independently and continuously.
Geographic Location Requirements
  • You must be registered and conducting business activity within the territory of the Republic of Poland.
  • For enterprises registered in the National Court Register (KRS): your registered office or at least one branch must be in Poland.
  • For enterprises in the Central Register and Information on Economic Activity (CEIDG): at least one business address must be in Poland.
  • For research organizations registered in the appropriate registry: your registered office or at least one branch must be in Poland.
  • The place of project implementation (understood as your registered office, branch, or business address) must be in Poland.
Financial and Operational Requirements
  • Your organization must have closed a financial year lasting at least 12 calendar months.
Project-Specific Requirements
  • Your project must involve applying for a Eurogrant within a centrally managed EU Program (i.e., not funded by Structural Funds).
  • You must specify the EU program you intend to apply to and your role in the Eurogrant application:
  • Sole applicant; OR
  • Consortium coordinator or work package leader; OR
  • Consortium member or partner.
  • Your Eurogrant application must NOT have been submitted to the EU Program prior to the date you submit your application for this PARP grant.
  • You can submit only one application to PARP for a single Eurogrant proposal to the European Commission, covering the same subject scope.
  • The Eurogrant you are preparing for must have an open call or a known start date and known application conditions.

Application Process

APPLICATION PRACTICAL INFORMATION Application Timeline and Deadlines
  • The application window for this grant is from August 12, 2025, to September 3, 2026, by 16:00 (local time).
  • The call is structured into multiple submission rounds. The final deadline is September 3, 2026.
  • Round 1: August 12, 2025 – October 30, 2025
  • Round 2: October 31, 2025 – January 15, 2026
  • Round 3: January 16, 2026 – April 2, 2026
  • Round 4: April 3, 2026 – June 18, 2026
  • Round 5: June 19, 2026 – September 3, 2026
Application Procedure and Submission
  • Applications must be submitted exclusively online via the Local Information System (LSI) available on the PARP website (https://lsi.parp.gov.pl).
  • After submission, you will receive an automatic confirmation with a unique number and date; no changes can be made afterward, except for specific corrections requested during evaluation.
  • The application must be in Polish. Documents in foreign languages require certified translation.
Required Documentation and Materials
  • Application form: To be filled out in the LSI (Generator Wniosków).
  • Attachments: As specified in the application instructions (Instrukcja wypełniania wniosku).
  • Financial Statements: For MŚP, proof of MŚP status based on financial statements may be required before contract signing.
  • Certificates: Proof of no public or social security debts, no criminal record (for individuals/management).
  • Declarations: Various declarations regarding de minimis aid, sanctions compliance, and other legal requirements.
Review Process and Timeline
  • Evaluation Period: Projects submitted in each round will be evaluated within 60 days from the day following the end of that round.
  • For the latest round (June 19 - Sept 3, 2026), evaluation should conclude by November 2, 2026.
  • Correction Period: If PARP requests corrections or supplementary information, you will have 7 days (or 3 days for certain specific corrections during evaluation) to submit them via LSI.
  • Decision Notification: You will be informed of the evaluation results via LSI and electronic delivery services (PURDE, PUH, or ePUAP/postal mail for exceptions).
  • Protest Procedure: If your application is rejected, you have 14 days from receiving the negative evaluation to submit a protest to PARP. Protests are handled within 21-45 days.
Contract Signing
  • If your project is selected, you will be invited to sign a funding agreement. This usually occurs within 30 days of PARP completing its verification of your documents.
  • The contract will be signed electronically; ensure authorized signatories have qualified electronic signatures.
Project Implementation and Reporting
  • Project Duration: The project's implementation period (from first activity to final payment request) cannot extend beyond December 31, 2029.
  • Reporting Obligations: Projects are managed and reported through the SL2021 IT System.

Evaluation Criteria

EVALUATION CRITERIA

Obligatory Criteria (All must be 'YES')
  • Applicant Eligibility: Verifies that the applicant operates in Poland and has completed at least one 12-month financial year.
  • Project Eligibility and Justification: Assesses if the project focuses on participation in a centrally managed EU program, the applicant's role in the Eurogrant is defined, only one application is submitted per Eurogrant proposal, the Eurogrant has not yet been submitted, and the scope of the planned Eurogrant aligns with the EU program's requirements.
  • Project Budget: Checks if the proposed lump sum (kwota ryczałtowa) is linked to the EU program's requirements, eligible costs are covered, and the lump sum doesn't exceed the planned Eurogrant funding.
  • Project Indicators: Ensures product and outcome indicators are defined, adequate, measurable, consistent, objectively verifiable, realistic, and that calculation methods for baseline and target values are provided.
