Qualifications and Certifications

  • Sponsoring institution must assure support and adequate staff, facilities, and educational resources.
  • Institutions with existing federal training grants (e.g., T32) may apply if proposed educational experiences are distinct from those already federally supported.
Exclusions
  • Clinical trials are not allowed.
  • Cannot be used to replace or circumvent Ruth L. Kirschstein National Research Service Award (NRSA) programs.
  • Costs to support full-time participants (40 hours/week for a continuous, 12-month period) are not allowable.

  • Maintaining current information in System for Award Management (SAM) regarding civil, criminal, and administrative proceedings.
  • Submission of Statement of Appointment (PHS Form 2271) and Termination Notice (PHS Form 416-7) for participants.

Overall Impact
  • Likelihood for the project to strongly advance research education by fulfilling the goal of this program.
Scored Review Criteria
  • Significance: Does the project address an important problem? How will it advance the education field?
  • Investigators: Are the PD/PI(s) and program faculty well-suited and experienced? Is there appropriate leadership for multiple PD/PIs?
  • Innovation: Does the project employ novel concepts, approaches, or methods? Are the aims original and transformative?
  • Approach: Are the overall strategy, methodology, and analyses well-reasoned and appropriate? Are potential problems addressed? (Includes specific sub-criteria for education program plan components)
    • Proposed Research Education Program: Is it distinct from currently federally supported training?
    • Program Director/Principal Investigator: Evidence of active engagement in research/teaching and ability to administer/monitor/evaluate.
    • Program Faculty: Research expertise and experience relevant to the program.
    • Program Participants: Clear description of intended participants, eligibility, and career levels.
    • Institutional Environment and Commitment: Adequate staff, facilities, and educational resources; strong institutional support.
    • Plan for Instruction in the Responsible Conduct of Research (RCR): Must include specific components (format, subject matter, faculty participation, duration, frequency) and be appropriate for program. Applications lacking this plan will not be reviewed.
    • Evaluation Plan: Specifies baseline metrics and measures for short/long-term success, and how feedback will be gathered and implemented.
