Financial Structure

  • Funding Range: The grant provides a fixed contribution of €3,500,000 per project. The total indicative budget for this topic is €10,500,000, intended to fund approximately 3 projects.

  • Co-financing: No co-financing is required. As a Research and Innovation Action (RIA), the funding rate is 100% of the total eligible costs.

  • Eligible Costs: Costs are awarded as a lump sum. Applicants must submit a detailed budget table estimating the project costs. This budget must comply with standard Horizon Europe eligibility rules (e.g., costs must be for the project, reasonable, and incurred during the project duration). Main cost categories include personnel, subcontracting, and purchases.

  • Ineligible Costs: Standard Horizon Europe rules apply. Costs that are not directly related to the project, profit margins, and costs covered by other EU grants are ineligible.

  • Payment & Reporting: The financial arrangement follows the standard Horizon Europe model:

    • A pre-financing payment is made at the start of the project (minus a contribution to the Mutual Insurance Mechanism).
    • Interim payments are disbursed upon approval of periodic reports.
    • A final payment is made after the approval of the final report. The total grant amount is calculated at the end, and any overpayment must be recovered.

  • Formal Criteria: The consortium must consist of at least three independent legal entities, each established in a different country, with at least one from an EU Member State and at least two others from different EU Member States or Associated Countries.

  • Organizational Status:

    • Practitioner Involvement: This is a mandatory additional eligibility condition. The consortium must include, as beneficiaries, at least:
      • 2 Regional and/or Local Authorities
      • 1 disaster management authority
      • 1 Volunteer Organisation
    • These four practitioner entities must come from at least 3 different EU Member States or Associated Countries.
    • Gender Equality Plan: Public bodies, research organisations, or higher education establishments from EU Member States and Associated Countries must have a Gender Equality Plan (GEP) in place.
  • Technical Expertise:

    • The project requires the effective contribution of Social Sciences and Humanities (SSH) disciplines and the involvement of SSH experts and institutions.
    • The consortium as a whole must possess the necessary expertise and resources to carry out the project successfully.
  • Exclusion Criteria:

    • Entities subject to EU restrictive measures are not eligible.
    • Legal entities established in Russia, Belarus, or non-government controlled territories of Ukraine are not eligible to participate in any capacity.
    • Entities established outside Russia but with over 50% ownership by a Russian entity are also not eligible.
    • Following Council Implementing Decision (EU) 2022/2506, no legal commitments can be entered into with Hungarian public interest trusts established under Hungarian Act IX of 2021 or any entity they maintain.

  • Deadlines:

    • Submission Deadline: 12 November 2025, 17:00:00 Brussels time (CET).
  • Required Documents:

    • Application Form Part A: Contains administrative information and budget summary.
    • Application Form Part B: Contains the technical description of the project.
    • Detailed Budget Table: An annex required for the lump sum calculation.
    • Information on Security Practitioners: A specific annex to detail the roles and information of the required practitioner partners (Authorities, disaster management agencies, volunteer organisations).
  • Application Process: Submission is a single-stage process conducted electronically through the EU Funding & Tenders Portal. Applicants must register and use the forms provided in the submission system.

  • Support: The grant provides financial support in the form of a lump sum. The European Commission also provides extensive documentation, an Online Manual, and a network of National Contact Points (NCPs) for guidance.

  • Post-Award Obligations:

Proposals are assessed based on three standard Horizon Europe award criteria. Each criterion is scored out of 5. The threshold for each is 3/5, with an overall threshold of 10/15.

  • Scoring Factors:

    • 1. Excellence: Focuses on the clarity and ambition of the project's objectives, its innovation beyond the state of the art, and the soundness of the methodology. This includes considering the gender dimension in research content and the quality of open science practices.
    • 2. Impact: Evaluates the credibility of the project's pathways to achieve the expected outcomes and impacts outlined in the work programme. It also assesses the quality of measures for dissemination, exploitation, and communication.
    • 3. Quality and Efficiency of the Implementation: Assesses the quality of the work plan, risk assessment, appropriateness of resources, and the capacity of each participant and the consortium as a whole.
  • Innovation & Impact: Projects are expected to be ambitious and go beyond the current state of the art. Proposals must outline credible plans for the future uptake and upscaling of developed tools and solutions at national and EU levels. A special award condition applies: to ensure a balanced portfolio, grants will be awarded not only in order of ranking but also to at least one project that is the highest ranked within each of the two thematic options (Option a: Climate/Geohazards and Option b: CBRN-E), provided they meet all thresholds.

  • Project Quality: The evaluation considers the effectiveness of the work plan, the management of risks, and the appropriateness of the effort and resources assigned to each task. The capacity and role of each partner within the consortium are key.

  • Strategic Fit: Proposals must align with the objectives of the 'Disaster-Resilient Society for Europe' destination and support the EU Preparedness Union Strategy. They should follow recommendations from DG ECHO to ensure uptake by end-users.

  • Cross-cutting Themes: The integration of the gender dimension, open science practices, and a meaningful contribution from Social Sciences and Humanities (SSH) are all assessed under the 'Excellence' criterion and are crucial for a successful proposal.

  • Regulatory Compliance:

    • Ethics: Projects must comply with all ethical principles and applicable laws. An ethics self-assessment is mandatory at the proposal stage, and projects may be subject to an ethics review.
    • Security: If the project handles classified or sensitive information, it must undergo a security appraisal and comply with specific security rules, which will be part of the grant agreement.
    • Data Protection: All activities must comply with GDPR and relevant data protection legislation.
  • IP Policy: Standard Horizon Europe rules apply. Results are owned by the beneficiary that generates them. Consortium partners must be granted access rights for project implementation and exploitation purposes. In the event of a public emergency, beneficiaries may be required to grant non-exclusive licenses to their results under fair and reasonable conditions.

  • Unique Aspects:

    • Open Topic: The topic is 'open', encouraging proposals that address new, upcoming, or unforeseen challenges not covered by other recent calls.
