This budget must comply with standard Horizon Europe eligibility rules (e.g., costs must be for the project, reasonable, and incurred during the project duration). Ineligible Costs: Standard Horizon Europe rules apply. Costs that are not directly related to the project, profit margins, and costs covered by other EU grants are ineligible.

Application Process: Submission is a single-stage process conducted electronically through the EU Funding & Tenders Portal. Applicants must register and use the forms provided in the submission system.
Support: The grant provides financial support in the form of a lump sum. The European Commission also provides extensive documentation, an Online Manual, and a network of National Contact Points (NCPs) for guidance.
Post-Award Obligations:
Proposals are assessed based on three standard Horizon Europe award criteria. Each criterion is scored out of 5. The threshold for each is 3/5, with an overall threshold of 10/15.
Scoring Factors:
Innovation & Impact: Projects are expected to be ambitious and go beyond the current state of the art. Proposals must outline credible plans for the future uptake and upscaling of developed tools and solutions at national and EU levels. A special award condition applies: to ensure a balanced portfolio, grants will be awarded not only in order of ranking but also to at least one project that is the highest ranked within each of the two thematic options (Option a: Climate/Geohazards and Option b: CBRN-E), provided they meet all thresholds.
Project Quality: The evaluation considers the effectiveness of the work plan, the management of risks, and the appropriateness of the effort and resources assigned to each task. The capacity and role of each partner within the consortium are key.
Strategic Fit: Proposals must align with the objectives of the 'Disaster-Resilient Society for Europe' destination and support the EU Preparedness Union Strategy. They should follow recommendations from DG ECHO to ensure uptake by end-users.
Cross-cutting Themes: The integration of the gender dimension, open science practices, and a meaningful contribution from Social Sciences and Humanities (SSH) are all assessed under the 'Excellence' criterion and are crucial for a successful proposal.
Regulatory Compliance:
IP Policy: Standard Horizon Europe rules apply. Results are owned by the beneficiary that generates them. Consortium partners must be granted access rights for project implementation and exploitation purposes. In the event of a public emergency, beneficiaries may be required to grant non-exclusive licenses to their results under fair and reasonable conditions.
