  • EXCLUSIONS: Legal entities established in Russia, Belarus, or non-government controlled territories of Ukraine are not eligible.
  • Entities established in an eligible country but directly or indirectly controlled by a non-eligible country or non-eligible country entity: may participate ONLY IF they provide guarantees, positively assessed by their eligible country of establishment (if MS/AC), demonstrating participation does not negatively impact Union's strategic interests (e.g., control over entity, access to sensitive info, IP ownership). High-risk suppliers cannot submit such guarantees.
Project Requirements

Technical & Operational Capacity
  • AI/ML training datasets created and used in selected projects must be made available through a common, openly accessed repository for other SNS projects.

  • Ownership of intellectual property arising from the action must remain within the recipient and not be subject to control/restrictions by non-eligible countries/entities, nor exported without approval.

  • If proposals are equally ranked, the following criteria are used in order:

    1. Level of SME participation (if still inconclusive).
    1. Level of IKOP (if still inconclusive).
    1. Resume procedure outlined in Part F of General Annexes from step 3 onwards.

Compliance & Special Requirements

Regulatory & Ethical Compliance
  • Restrictions on participation: In accordance with Article 22(5) of the Horizon Europe Regulation, safeguarding the Union's strategic assets, interests, autonomy, and security.
  • Gender Equality Plans: Required for public bodies, research organizations, or higher education establishments (including private ones).
  • Gender dimension in R&I content: Must be addressed where research results are expected to differ when applied to different gender populations of users.
