Grant Analysis

Purpose & Target

  • Primary objective is to develop core technologies, architectures, and protocols for seamless services across terrestrial (TN) and non-terrestrial networks (NTN) in the context of 6G, enabling indistinct use and seamless roaming between satellite and terrestrial segments.
  • Target recipients are organizations capable of conducting Research & Innovation Actions (RIAs) in the telecommunications and space sectors, including 'SMEs', 'Enterprises', 'Universities', and 'Research Organizations'.
  • This is a SECTOR-SPECIFIC grant.
  • Geographic scope includes entities established in 'EU Member States', 'Associated Countries', and 'OECD' and 'Mercosur' countries.
  • Key filtering criteria: Focus on 6G/NTN/TN integration, R&I capacity, geographic eligibility, and compliance with security restrictions related to non-EU control.
  • This grant is part of the recurring 'HORIZON-JU-SNS-2025-01' Work Programme under Horizon Europe.

Financial Structure

  • Funding for this specific topic ('HORIZON-JU-SNS-2025-01-STREAM-B-03-01') is a fixed amount of EUR 8,000,000.
  • The 'minimum grant amount' per successful proposal is EUR 8,000,000.
  • The 'maximum grant amount' per successful proposal is EUR 8,000,000.
  • The 'currency' for funding is 'EUR'.
  • 'Financial and operational capacity' will be assessed according to 'General Annex C' of the 'Horizon Europe Work Programme 2023-2025'.
  • Information on 'eligible and ineligible costs', 'matching fund requirements', 'payment schedule', 'financial reporting', 'audit requirements', and 'indirect cost policies' are governed by 'General Annex G' of the 'Horizon Europe Work Programme 2023-2025' and the 'Model Grant Agreement' (MGA). Eligibility Requirements

## Organization Type & Legal Status - Eligible organizations are legal entities established in 'EU Member States', 'Associated Countries', 'OECD', and 'Mercosur' countries. - Participation is subject to 'financial and operational capacity' assessment. - 'Public bodies', 'research organizations', or 'higher education establishments' (including private ones) must have a 'gender equality plan' in place. ## Geographic & Control Restrictions - Entities established in 'Russia', 'Belarus', or 'non-government controlled territories of Ukraine' are not eligible. - 'Legal entities established outside Russia but whose proprietary rights are directly or indirectly owned for more than 50% by legal persons established in Russia' are not eligible. - Entities assessed as 'high-risk suppliers of mobile network communication equipment' (or entities fully or partially owned/controlled by them) are not eligible as 'beneficiaries', 'affiliated entities', or 'associated partners'. - Entities directly or indirectly controlled by a 'non-eligible country' or 'non-eligible country entity' may not participate unless 'guarantees' are positively assessed by their eligible country of establishment (if an EU Member State or Associated Country). These guarantees must demonstrate: - Control does not restrain the entity's ability to perform the action or deliver results. - Access to sensitive information by a non-eligible country is prevented, and employees have 'national security clearance' where appropriate. - IP ownership remains with the recipient, is not subject to control/restrictions by non-eligible countries, and is not exported/accessed from outside eligible countries without approval. ## Technical & Capacity - Proposals are for 'low and medium TRL topics'. - 'Consortium' is likely required for Research and Innovation Actions (RIAs).

Application Process

## Application Procedure - Applications must be submitted via the 'Electronic Submission Service'. - A 'call-specific application form' will be used and available in the Submission System. - The submission procedure is 'single-stage'. ## Timeline - 'Planned Opening Date': '2025-05-22'. - 'Application Deadline': '2025-09-18 00:00:00+0000'. - The 'indicative timeline for evaluation and grant agreement' is described in 'Annex F' of the 'Work Programme General Annexes'. ## Required Materials - A full proposal has a limit of '70 pages' for Research and Innovation Actions (RIAs). - Required 'documentation and materials' will be specified in the 'call-specific application form'. ## Support & Guidance - 'JU SNS FAQ' and 'Funding & Tenders Portal FAQ' are available for common questions. - An 'Online Manual' guides users from proposal submission to grant management. - 'Horizon Europe Programme Guide' provides detailed guidance on the programme. - 'National Contact Points (NCPs)' offer guidance and assistance. - 'Enterprise Europe Network (EEN)' provides advice to businesses, especially 'SMEs'. - An 'IT Helpdesk' is available for technical issues. - The 'European IPR Helpdesk' assists with 'intellectual property' issues. - 'CEN-CENELEC Research Helpdesk' and 'ETSI Research Helpdesk' advise on 'standardisation'. - A 'Partner Search' tool is available to find partner organizations.

Evaluation Criteria

## General Award Criteria - Evaluation and award criteria are described in 'Annex D' of the 'Work Programme General Annexes' and 'Annex F' for submission/evaluation processes. ## Impact Section Complements - 'Contribution to the overall SME objective' will be assessed as a sub-criterion in the 'impact' section. - 'Contribution to the IKOP objectives' (Integrated Knowledge and Openness Policy) will be assessed as a sub-criterion in the 'impact' section. ## Tie-breaking Procedure - When two RIA proposals are equally ranked after assessing 'coverage', 'excellence', and generic 'impact', the following criteria will be used to resolve ties: - First, the 'level of SME participation'. - Second, the 'level of IKOP' (if still inconclusive). - If still inconclusive, the standard procedure outlined in 'Part F' of the 'General Annex' will be resumed.

Compliance & Special Requirements

## Regulatory & Security Compliance - 'Restrictions on participation' apply in accordance with 'Article 22(5) of the Horizon Europe Regulation' to safeguard the Union’s strategic assets, interests, autonomy, and security. - Entities controlled by 'non-eligible countries' or entities need to provide 'guarantees' positively assessed by their country of establishment (if EU/Associated Country) to ensure no negative impact on strategic interests. - 'National security clearance' for employees involved in the action may be required. - 'High-risk suppliers of mobile network communication equipment' (or controlled entities) are 'not eligible'. ## Ethical & Social Standards - 'Gender equality plans' are required for 'public bodies', 'research organizations', and 'higher education establishments'. - Proposals should address 'additional gender issues' where research results are expected to differ based on gender populations of users. ## Data & Intellectual Property - 'AI/ML training data sets' created and used within selected projects under Stream B must be made available through a 'common repository' that is 'openly accessed' and usable by other 'SNS projects' throughout the programme lifecycle. - 'Intellectual property' arising from the action must remain within the recipient, not be subject to control/restrictions by 'non-eligible countries' or entities, and not be exported/accessed from outside 'eligible countries' without approval. ## Collaborative Aspects - Participants in selected projects will be requested to cooperate in the 'SNS Programme' for topics of common interest by signing a 'collaboration agreement'.
